Police in Tororo and technical officers at Sub county level have been blamed for frustrating recovery of funds under Youth Livelihood Program.
In an evaluation meeting held today at the Tororo district council chambers, YLP stakeholders piled blame on police for releasing arrested defaulters.
David Konjo Famba, Chairperson Peta Sub County said it is unfortunate that many defaulters are netted but when they are brought to police station, they pay some little money to be released.
Jimmy James Opoya, Tororo District youth Chairperson blamed the technical officers for soliciting money from the youth so as to help them access the Youth Funds. He noted that CDOs are now afraid to arrest the youths who gave them money.
Defending the police, Musa Kazibwe, Tororo District Criminal Investigation Directorate Officer said while arresting defaulters, they were directed by the Community Development Officers to only effect the arrests but not to take them for prosecution.
