The Tororo district Chief administrative officer Elizabeth Namanda has written to all sub county chiefs and town clerks to pay LC1’s all their annual emoluments minus 30% PAYE deductions.
In a letter dated 26th June 2018, the CAO says that her office sought guidance from Uganda Revenue authority on whether her office should deduct PAYE basing on the letter from URA dated 10th July 2017 that directed them to impose the 30% deduction.
Namanda revealed that after consultations with URA, the authority directed them not to subject the local council chairperson’s allowances to any deductions.
She also in her letter called upon officers who had effected the deductions and remitted to URA to liase with her office and follow up with URA to refund the deducted money to affected chairpersons.
Meanwhile several leaders within the district had expressed dismay over the taxation of the LCs annual emoluments. Tororo Resident District Commissioner Martin Oroch over the weekend demanded that all the LC1 and 2’s be given their full payments because there is no clear information from URA regarding this money.
Our reporter sought comments from some of the chairpersons upon receiving the news and Richard Ochowo the LCI Poti B in Iyolwa Sub County welcomed the information as good saying this gives them morale to work with the government.
Amoit Rebecca, LC1 Amagoro village Apokor Parish in Mella Sub County said she was happy they will be getting all their money adding that the taxation they were being subjected to is due to greed by top leaders who oppress lower council leaders.
